The folks in the factory, i.e. the Revit development team, are always looking for ways to improve Revit performance. Given the complexity of the software, novel ways of using it, and the multitude of add-ins there are limitless possible things that can cause performance issues. If Autodesk nevers hears about them they cannot do anything.

I would say, performance degradation relative to a project of similar complexity or the same project recently, such as open times, orbiting/navigation, element selection delays, command initiation delays, modify type properties, etc.
